If your rent is due on the first of the month, and you pay it before the fifth of the month, can he charge late fees in those first 5 days?

My neighbors have been adding on to their property since December, I hear electric saws, compressors, electric drills everyday. They don't have a permit. This is right outside my windows, and the noise is unbearable. I've talked with the managers office staff and they say that have sent them letter to desist and stop. The neighbors are still building. At the end of the day my ears hurt badly and I have constant headaches. What can I do to stop this?

My ex wife and I have been divorced for 18 months and it involved two kids. Our divorce decree and final agreement is filed in Rogers County Oklahoma. This summer my son came to visit and he has been asking his mom if he could live here and she gave me written and verbal permission that he could and now he has been here for 3 months with the agreement that we would modify the final agreement and child support. She is now wanting him to come back to Oklahoma and I want to file documents to keep her from doing this........can I do it here in Arizona or does he have to be here for a certain amount of time? I signed a lease for a house and the management company is acting very irresponsible and lackadaisical. I have not put any money down on the house because I was told that I would be set up in the computer to pay. My question is can I legally get out of this lease? It is due to start July 1.
