Question: If the divorce decree states that the father is responsible for dental costs for our children, must he carry dental insurance?? If not and he claims he is unable to pay the 2/3 of he medical/dental that is not covered by insurance what action can I take to get him to pay?

The information you have provided is a bit confusing.  Your first sentence suggests that your ex is responsible for all dental costs not covered by insurance and the second suggests that he is only responsible to pay for 2/3 of any such costs.   The answer to your question is really dependent upon what the divorce decree says.  Unless the decree specifically requires your ex-husband to maintain dental coverage for the children, absent a future order of the court, he cannot likely be forced to do so.
