Question: If someone has been claiming on tax forms another person who is cohabitating with them, who is responsible and for what?
Answer: The IRS has an online interview that will determine who a person can claim as a dependent.

Generally the person who is claiming the other person as a dependent is responsible for supporting that person financially. There are other requirements for non-relatives as well.
