Question: Is the landlord responsible for trash and sewer in the state of AZ?

Answer: Not necessarily.  The Arizona Residential Landlord/Tenant Act, section 33-1314.01 allows the landlord to transfer those charges to the tenant.   Subsection A states:  "A landlord ma charge separately for gas water, wastewater, solid waste removal or electricity by installing a submetering system or by allocating the charges separately through a ration utility billing system."  You can find the statute on the website for the Arizona State Legislature's website www.azleg.gov.  Access the website and click on one of the nine topics across the top - "Legislative Council" where you will find the Arizona statutes listed.
