Answer: The landlord/tenant act abolished "distraint for rent" meaning that a landlord cannot hold onto a tenant's property to force payment of back rent. ARS 33-1372 B Unless your roommate has a specific legal interest in the property they cannot hold onto it. This is equivalent to theft by conversion and you should be able to seek the assistance of law enforcement.
