Question: Can a convicted felon whose gun rights have been restored possess body armor?
Answer: It is illegal under federal law for a person who has been convicted of a felony that constitutes a violent crime, whether under state or federal law, to purchase, own, or possess body armor. 18 U.S.C. 931. There is an exception that applies if the felon obtained prior written certification from his employer that the purchase, use, or possession of body armor was necessary to safely perform a lawful business activity and the felon's use and possession of the body armor is limited to performing that business activity.
