Question: My 16 yr old sister stole my truck and let her drunk minor friend drive it. The police told me I can't report it stolen because she had access to my keys. Can I have her arrested?
Answer: - Generally, to consider a vehicle stolen, it must be done with intent to permanently deprive the owner of the vehicle, see ARS 13-1814 . The owner of the vehicle will be considered the person whose name is on the title to the vehicle. Without these elements being met, it will most likely not be possible to arrest someone; especially if the person has the vehicle back in their possession.
