Question: How do I go about getting custody of my nephew when he is born. The mother has asked my husband and I to raise the child.

Answer: To obtain guardianship of the child, you would need to file paperwork with the Superior Court in the county which you live.  Most counties have self service forms.  You can go online at http://www.azcourts.gov/selfservicecenter/Self-Service-Forms to find the county you live in and where to find the forms needed for guardianship of a minor. You may also want to contact an attorney for further information and answer any questions.
