Question: what can &/or cant a previous/current landlord tell/say about a tenant to a possible future landlord ?

Answer: There are no specific rules about what one landlord may say to another landlord about a current or former tenant. But the usual rules of proper conduct – which make invasions of privacy and defamation (for example) unlawful – do apply. So while a landlord may share an unflattering – but pertinent – truth about a current or former tenant with another landlord, a landlord may not knowingly or neglectfully make a false statement about a current or former tenant that calls into question that tenant’s reputation.
