Can public housing ask for an increase of security deposit after 3yrs

If a parent has not been in a childs life for over 15 months, is there a way to get them removed from a birth certificate and change that childs name? Parents were never married, custody and visitation rights were never established- the child lives with mother 100% of the time and doesnt even know her dad. Thank you!

I am renting to own my manufactured home from my landlord who is in turn paying off loan company. The contract she wrote and we both signed but was never notarized or witnessed states that I will rent the home" as is" meaning she is not responsible for any damages. The septic tank is broken and flooding badly enough that one side of the house has sunken into the ground. Plumber informed me that the septic tank got broken when she installed it previous to my renting. It is also illegally placed too close to house. Also, my mother paid my rent in February and when I asked my landlord if she received this money she stated no. I called my mother to confirm she did go there then I called landlord back and told her I knew she was lying about it and she admitted that she had in fact lied about how much rent I actually owe her. I have a stipulated judgment on child support arrears. DCSE continues every month to try and garnish my accounts and take my taxes. I am and have always been current on the payments stipulated in the judgment. How can they take action when I am not in arrears on the stipulation?

I am contacting you on behalf of a close friend. She is disabled and had two children one of which are disabled. She has a USDA loan on her home.(Nov.21st 2010) She made all of her payments on the first of the month when her disability check was deposited. Then in October of 2014 she called to make her payment and they would not accept it. Instead they told her that her home was in foreclosure.
